Practice focused on municipal and special district representation, which includes and covers the following substantive areas: general governance, drafting, interpreting and enforcing governmental codes and regulations including zoning and building codes, annexation, land use, elections, construction contracts and litigation, employment and personnel, public finance, public-private partnerships, real estate and property acquisition, municipal finance, taxation, liquor licensing, business regulation, contracts and intergovernmental agreements, and water and sewer utility matters. Special emphasis on the organization and formation of special districts, special improvement districts, general improvement districts, and business improvement districts, and advising municipalities in connection with the exclusion of special districts from municipal territory; organization of intergovernmental authorities to finance, own, operate and maintain major utility systems.
Mr. Kuechenmeister has represented private property owners in matters involving land use, municipal utilities, and development of public infrastructure, and has represented owners and lessees of oil and gas interests in the development of their resources within municipalities.
From February 2000 through the present, he has served as an arbitrator for the National Arbitration Forum. He has handled numerous debtor-creditor matters as a Forum arbitrator. He has personally written more than fifteen ICANN decisions and has served as a co-panelist in numerous other ICANN cases. Mr. Kuechenmeister became a panelist for Colorado Mediators and Arbitrators in 2007 and has participated as mediator and arbitrator in construction contract and consumer claim matters in this capacity since then.
He has served as both mediator and advocate in cases involving municipal assumption of water and wastewater service previously furnished by special districts within municipalities.
Mr. Kuechenmeister has represented the interests of water and sanitation districts and municipalities before the Colorado General Assembly and has frequently presented programs at conferences and workshops on local government affairs.
